नेपाल र भारतको समृद्धि हाम्रो साझा लक्ष्यः प्रधानमन्त्री ओली

२४ चैत, भारत । भारतको राजकीय भ्रमणमा रहनुभएका प्रधानमन्त्री केपी शर्मा ओलीले नेपाल र भारतका सरकार र जनताको साझा लक्ष्य समृद्धि भएको बताउनुभएको छ ।


आफ्ना भारतीय समकक्षीसँगको प्रतिनिधि मण्डलस्तरीय द्विपक्षीय वार्तापछि संयुक्तरुपमा पत्रकारहरुलाई सम्बोधन गर्दै उहाँले सामाजिक–आर्थिक विकास र समृद्ध नेपाल निर्माण आफू नेतृत्वको सरकारको लक्ष्य र उद्देश्य भएको बताउनुभयो ।

उहाँले भन्नुभयो, “संक्रमणकालको अन्त्यसँगै आर्थिक विकासको युगमा नेपाल प्रवेश गरेको छ । यस्तो अवस्थामा छिमेकीको हामीलाई साथ, सहयोग र समर्थन चाहिन्छ ।”

पारस्परिक विश्वासमा आधारित नेपाल–भारत सम्बन्धलाई नमूनाका रुपमा विकास गर्ने नेपालको चाहनालाई मुखरित गर्दैै उहाँले त्यस निम्ति भारतीय प्रधानमन्त्री नरेन्द्र मोदीबाट निर्वाह भएको भूमिकाको सराहना गर्नुभयो ।

समानता, न्याय, पारस्परिक सम्मान र हित नेपाल र भारतका साझा प्रारब्ध भएका चर्चा गर्दै प्रधानमन्त्री ओलीले शान्तिपूर्ण सहअस्तित्व तथा दुई देशबीचको सहयोगात्मक सम्बन्धलाई अझ सुदृढ एवं प्रगाढ बनाउने बताउनुभयो ।

प्रधानमन्त्री ओलीले उच्च राजनीतिक तहमा हुने भेटवार्ताले सम्बन्धलाई नयाँ उचाइमा पु¥याउने र बहुआयामिक द्विपक्षीय सम्बन्धका विविध विषयमा छलफल गर्न यस्ता भेटवार्ता महत्वपूर्ण हुने बताउनुभयो ।

दुई देशबीचको सम्बन्धलाई नयाँ उचाइमा पु¥याउने उपाय र पारस्पारिक लाभका खातिर अवसरहरुको खोजी गर्न आफू भारत भ्रमणमा आएको स्पष्ट गर्दै उहाँले प्रधानमन्त्री मोदीसँग आपसी सम्बन्धका सबै विषयमा विचारविमर्श भएको जानकारी दिनुभयो ।

प्रधानमन्त्री ओलीले शताब्दिऔं पुरानो नेपाल–भारत सम्बन्धका सबै पक्षलाई २१औं शताब्दी सुहाउँदो तुल्याउन दुबै देशका उच्च कूटनीतिक तहमा गठन भएको प्रवुद्ध व्यक्ति समूह(इपिजी)लगायत सबै विषयमा रचनात्मक छलफल भएको जानकारी पनि दिनुभयो ।

बितेका दुई दशकमा भारतले हासिल गरेको विकास र समृद्धि नेपालका निम्ति अवसर भएको बताउँदै उहाँले नेपालीलाई ‘सुखी’ तुल्याउने आफ्नो प्रयासमा भारतबाट सक्दो सहयोग प्राप्त हुने विश्वास व्यक्त गर्नुभयो ।

प्रधानमन्त्री ओलीले भौतिक पूर्वाधार निर्माण तथा स्थल, जल र नभमार्गबाट नेपाललाई सम्पर्क सञ्जालमा समावेश गर्ने आफ्नो उद्देश्य पूरा गर्न भारतीय प्रधानमन्त्री मोदीले समुद्रसम्मको पहुँच नेपाललाई उपलब्ध गराउने घोषणा गर्नुभएकामा हार्दिक आभार व्यक्त गर्नुभयो ।

नेपालको उपयोग हुन नसकेको अपार जलस्रोतको विकासमा लगानी गर्न भारतका निजी तथा सार्वजनिक क्षेत्रलाई आह्वान गर्नुभयो र माथिल्लो कर्णाली, अरुण तेस्रो, पञ्चेश्वरलगायत विशाल परियोजनालाई गति दिन आग्रह गर्नुभयो ।

प्रधानमन्त्री ओलीले दुबै देशका ऊर्जा आवश्यकता सम्बोधन गर्न ऊर्जा बैंकको स्थापना, नयाँ प्रशारण लाइन निर्माण, बाढी तथा डुबान नियन्त्रणलगायत दुबै देशका जनताले भोग्नुपरेका समस्याको उपयुक्त समाधानका निम्ति संयुक्त प्रयास गर्न प्रधानमन्त्री मोदी सहमत भएको बताउनुभयो ।

प्रधानमन्त्री मोदीले आफ्नो संभाषणको प्रारम्भ नेपाली भाषामा गर्दै आफ्नो ‘सबैको साथ, सबैको विकास’ नारा र आफ्ना नेपाली समकक्षीको ‘समृद्ध नेपाल ः सुखी नेपाली’ नारा एक अर्काका परिपूरक भएका बताउनुभयो ।

“जनताको सुख, शान्ति र समृद्धि हाम्रा साझा लक्ष्य हुन्, त्यसमा नै हामी केन्द्रित छौं, जनताका आकांक्षा हामी पूरा गर्छौं,” उहाँले भन्नुभयो – “नेपालको समावेशी विकासको भारत साझेदार बन्नेछ ।”

स्थानीय निकाय, प्रान्त र संघीय संसद्को चुनावलाई नेपालको ठूलो उपलब्धिका रुपमा चित्रण गर्दै भारतका प्रधानमन्त्री मोदीले राजनीतिक इतिहासको नयाँ युगमा नेपाल प्रवेश गरेको बताउनुभयो ।

नेपालका प्राथमिकता र आवश्यकतामा भारतले सघाउँछ

प्रधानमन्त्री मोदीले नेपालको आर्थिक उन्नयन र समृद्धिको प्रयासमा पूर्ण रुपले सहयोग गर्ने प्रतिबद्धता व्यक्त गर्दै नेपाल सरकारले निर्धारण गरेका विकासका प्राथमिकता र आवश्यकतामा आधारित भएर सहायता गर्ने बताउनुभयो ।

“भारत र नेपाल कृषि प्रधान देश हुन्, कृषि क्षेत्रमा नयाँ साझेदारी गर्न हामी तयार छौं, पशुपालन, माटो परीक्षण, कृषि शिक्षा र कृषि अनुसन्धानमा सहयोग बढाउनेछौं” – भारतीय प्रधानमन्त्रीले घोषणा गर्नुभयो ।

“सगरमाथाको देशको अब सागरसम्म सम्पर्क स्थापना हुनेछ,” समुद्रसम्म नेपालको पहुँच स्थापनामा भारतले सघाउने र नेपाल भू–परिवेष्टित देश भए पनि भूमिबाट सम्पर्क स्थापना गर्न सक्षम राष्ट्र बनेको आशय व्यक्त गर्दै उहाँले भन्नुभयो । आफ्नो मन्तव्य पुनः नेपाली भाषा मै समापन गर्दै प्रधानमन्त्री मोदीले शिक्षा, स्वास्थ्य, भौतिक पूर्वाधार, रक्षा, सुरक्षालगायत जनकेन्द्रित क्षेत्रमा निरन्तर सहयोग वृद्धि गर्ने घोषणा पनि गर्नुभयो । रासस

Your Excellency Prime Minister Modi ji

Officials from both sides,

Distinguished friends from media,

I fondly recall sharing this podium with Prime Minister Modi Ji two years ago. Since then, Nepal has achieved comprehensive transformation in many ways. Having reached a stage of political stability following the recent elections, Nepal has now embarked on the joinery of social-economic development with the motto ‘prosperous Nepal: happy Nepalis’

I have come to India this time with a mission to explore ways and means to enhance our relations to newer heights, commensurate with the realities of the 21st century. We want to erect a strong edifice of trust-based relations between two close neighbours that we are. We want to create a model relationship, which makes not only us but our posterity equally proud of our accomplishment. A relationship that is cherished forever!

I would like to begin by thanking Prime Minister Modi ji for his kind words. I fully reciprocate his sentiments on the importance of Nepal-India bilateral friendship.

I am thankful to the government and people of India for the warm welcome and generous hospitality extended to me and my delegation ever since our arrival in this great city. Hon President Shri Ram Nath Kovind has gracefully invited us to stay at the prestigious Rashtrapati Bhavan and we feel honoured to be guests in his home.

 

I have brought with me warm greetings and best wishes from the people and the Government of Nepal to the friendly people and Government of India.

 

This is my second visit as Prime Minister of Nepal to India. I still have a fond memory of extensive discussion I had with Prime Minister Modi Ji two years ago on wide ranging agendas of our deep and multifaceted relations.  I take the visit as yet another important opportunity to continue dialogues at our highest political level.

Immediately after the federal and provincial elections in Nepal, External Affairs Minister Sushma ji visited Nepal to convey Prime Minister Modi Ji’s message of congratulations on our electoral success and best wishes for the incoming new government. I sincerely appreciate his thoughtful gesture.

Dear Friends,

Nepal attaches great importance to its relations with India. Our two countries enjoy age-old, historical ties. Both our countries have many things to offer to each other. Interdependence takes many forms between our two countries, ranging from ecological to commercial.

Being close neighbours, our destiny is intertwined. Prosperity is our common goal.

Relations between neighbours are different from those of others. Neighbourhood realities make peaceful coexistence, based on the principles of equality, justice, mutual respect and benefits a necessity for shared destiny.

Prime Minister Modi Ji and I noted with satisfaction the ongoing works of EPG-NIR that has been mandated to undertake the review of the overall situation of our bilateral relations and suggest measures to be taken for the future course. We are hopeful that the Group will come up with useful recommendations.

The Prime Minister and I had constructive deliberation on a number of specific agendas, which are of our mutual interest. We exchanged views on how we can advance our cooperative relations and can make it deeper and more comprehensive.

I congratulated Prime Minister Modi Ji for the incredible progresses India has made in the past two decades in every sphere of growth and development. Nepal sees this progress as an opportunity for its development as well.

I shared with the Prime Minister that it is crucial for Nepal to utilize its vast untapped resources particularly hydropower and for that, Nepal wanted to have more investment from India’s public and private sector. Both of us underlined that the early realization of the ongoing mega projects like Pancheshwar, Arun III and Upper Karnali would generate the much desirable impetus and positive precedence for future such projects.

I appreciated the Government of India’s initiative to have guidelines and regulation for cross border trade of electricity. It is definitely a step ahead. However, I conveyed Nepal’s desire to see an early realization of the open market provision of the bilateral power trade agreement, which was concluded between us in 2014 thanks largely to Modi Ji’s positive direction.

Nepal will have power surplus in wet season and deficit in dry season for a few years to come whereas India needs more power in summer. In view of this complementarity of energy needs, we discussed about realization of energy banking. We also discussed about development of new transmission lines.

Talking about water resources and its management, inundation has become a repeated problem during every monsoon in Nepal’s lowland. We stressed on the need of finding appropriate solution to this problem.

Infrastructure and connectivity are vital agendas of our bilateral relations. We are connected by easy geography while our cross border infrastructure is still poor. We discussed about the need of improving and upgrading the cross border infrastructure including roads linking the major border points with the nearest highways on our respective sides. Cross border railway is being developed at two points and we agreed to give an early start to works on three other places. We also talked about early completion of works of remaining 4 ICPs.

Talking about connectivity, we discussed the possibility of being linked by river navigation. In this context, I thanked Prime Minister Modi ji for positively considering our proposal on inland waterways. Enhanced connectivity will definitely contribute to our desire to be a land-linked country instead of land-locked.

Our future lies in the expansion of economic engagement, namely growth of bilateral trade, streamlining of transit facilities, and increased investment. I shared with Prime Minister Modi Ji Nepal’s concerns about alarming scale of trade deficit and stressed on the need of implementing measures to expand Nepal’s export.

Agriculture is one of the areas where India has made significant progress and there is potentiality for Nepal to learn. With this in mind, I am visiting G B Pant University of Agriculture and Technology in Pantnagar tomorrow and I thank the Government of India for making that arrangement.

We are having specific outcome on three key areas of development, namely agriculture, railway connectivity, and waterways.

 

Prime Minister and I also discussed about expediting the post-earthquake reconstruction projects in Nepal that are being implemented under the Government of India’s generous cooperation.

We noted the progress of boundary related technical works, which are being undertaken by the Surveys of both sides and had the understanding that status quo will be maintained until we start to address the problem of cross border occupation in totality.

We underlined the importance of regional and sub-regional cooperation for the common prosperity of the people in the region.

Finally, dear friends, we must build on those enablers to boost our relations. We must seize the opportunity to make our relations fruitful to the lives of our peoples. As close neighbours, we share a common destiny, which demands collective pursuit of prosperity.

We agreed on the need of continuation of engagements at the highest level. I renewed the invitation to Prime Minister Modi ji to pay a visit to Nepal at the earliest convenient time. I am hopeful that the visit would take place soon.
